Cross-border preparation

Singapore data licensing preparation guide

Prepare Singapore PDPA transfer-limitation evidence and distinguish independent licensing from data-intermediary services.

Begin with the recipient’s purpose

A Singapore supplier should establish whether the laboratory processes data only on its instructions or receives independent rights to train and reuse it. The answer affects the contract and privacy review. Do not describe a buyer as a service provider simply because the data travels through an API. Gather the original purposes, notices, permissions, and source agreements, then ask counsel to review the proposed new use and disclosure.

Document comparable protection

Section 26 of Singapore’s Personal Data Protection Act addresses overseas transfers and prescribed requirements for protection comparable to the Act. The PDPC’s guidance discusses the transfer-limitation obligation and legally enforceable commitments. For preparation, obtain the recipient’s identity, access countries, subcontractor map, retention policy, and security arrangements. Ask the reviewer which current requirements and mechanism apply; a contractual promise of industry-standard security is not the whole transfer analysis.

Build a commercially useful evidence pack

Singapore datasets often mix regional languages and cross-border sources. Record the origin of each collection batch rather than assuming the supplier’s incorporation determines every obligation. For support logs or transaction-related records, remove unnecessary identifiers and private account content before quality review, and have the remaining sample assessed. Present coverage, freshness, duplication rates, and annotation methodology as measured attributes. Keep the buyer’s proposed evaluation licence distinct from any later production training licence.

  • Identify independent purposes and any data-intermediary relationship accurately.
  • Record the transfer-limitation rationale and supporting commitments.
  • Track imported source restrictions alongside Singapore obligations.
  • Define onward disclosure, deletion, incident handling, and changes in access locations.

Review before release

Sources reviewed on 19 October 2026. This is a preparation checklist, not legal clearance, tax advice, or confirmation that an AI lab accepts suppliers from this jurisdiction. Ask qualified local counsel to review the actual dataset, collection history, proposed training purpose, recipient, and current rules before releasing personal data.
