Cross-border preparation

United Arab Emirates data licensing preparation guide

Identify the applicable UAE, DIFC or ADGM regime before drafting a dataset licence or cross-border schedule.

Identify the actual jurisdiction

A UAE address is not enough to choose a data-protection template. The federal government describes the federal Personal Data Protection Law, while DIFC and ADGM maintain their own data-protection resources. Give counsel the supplier’s incorporation and operating details, the data sources, the people represented, and the proposed recipient. Ask which framework applies to each processing activity and whether sector-specific rules add restrictions. Avoid describing all UAE entities as subject to one interchangeable regime.

Choose the right transfer documentation

The official federal overview identifies requirements for cross-border sharing. ADGM guidance separately describes its standard contractual clauses as a safeguard for transfers to jurisdictions without adequate protection. DIFC publishes its own law, guidance, and regulatory updates. These are distinct starting points, not a menu from which a supplier can choose the easiest form. Have the review name the applicable mechanism, supporting assessment, and contract version before access is granted.

Make a multilingual corpus reviewable

For Arabic and English business material, document dialect, script handling, OCR or transcription accuracy, and provenance. Screen out identity documents, private financial records, and confidential client material unless a specific reviewed basis permits inclusion. Ask the buyer to distinguish evaluation from training and to list overseas staff, affiliates, and annotation vendors. Treat a remotely accessed data room as part of the access map even if its server is in the UAE.

  • Provide the legal entity and free-zone status to the reviewer.
  • Separate federal, DIFC, ADGM, and sector questions in the decision record.
  • Agree explicit training, retention, onward-sharing, and deletion terms.

Review before release

Sources reviewed on 19 October 2026. This is a preparation checklist, not legal clearance, tax advice, or confirmation that an AI lab accepts suppliers from this jurisdiction. Ask qualified local counsel to review the actual dataset, collection history, proposed training purpose, recipient, and current rules before releasing personal data.
